Project description

1.1 Goals

The overall target of the project is to make disabled people’s value-adding work competitive and marketable.

Based on our experiences, among the goals of social employer institutions such activities come up as the sustenance, qualitative and quantitative development of employment, and the marketability of products made and services provided by disabled people. Behind marketability comes up the desire of profitability, which is still even more like a plan, as at the moment the employment activity does not generate significant incomings for organizations in the social employment system. The organizations hang almost completely on state benefits, their incomings steaming from tender or employment activities are very low. Growing the effectiveness of employment is even more hindered by the fact, that at the moment neither the supporters nor the social employers are analyzing or planning their employment activity.

We regard the „TÁMOP 1.4.3. B” and the (still weltering) „TÁMOP 1.4.3. A” programs as antecedents of the current project – in the course of those programs the expanded ’Active Workshop’ Toolkit for Develop Employment (Aktív Műhely Foglalkoztatást Fejlesztő Eszközrendszer) proved to be suited to prepare and ensure methodology for the involved organizations to develop their employment activity, work out and start new enterprise ideas, develop and marketing their products and services.

Our experiences show that the lack of economic experts can be refilled in some measure by education, but a higher level of marketability can be reached only with the help of employed experts. The problem is, that the employment of such experts is priceless for most of the organizations, hence it is necessary to work out a system which is able to ensure long-term and effective solution for them.

In the framework of Incubator House, our aim is to establish such an employment-developing structure which is able to ensure within a short time and in an economically efficient way the marketability of social employers, furthermore a more efficient co-operation among disabled people, the supplier organizations and the market actors. The goal of the project is to create Incubator House for disabled people’s training and employment, together with methodology development and support of social and open labour market employers by guidance and trainings, for the sake of enlargement disabled people’s employment.

The Incubator House would like to help not only in the direct employment but every activities which ensure admittance to work of disabled people, too.

1.2 Target groups

 One of the target groups is the group of handicapped people and disabled workers, who can be reached primarily through social employer organizations. 14% of disabled people are living in Budapest, their headcount is more than 80 thousand persons.

 Our other target group therefore consists of the social employer organizations – by developing them, we want to improve the qualitative and quantitative attributes of disabled peoples employment.

In the region 28 social, 5 sheltered and more than 50 accredited employers are operating.

The third target group of our project is the range of the open market labour employers. Our experts are working to increase the social employers’ enterprise incomings – by setting together the for-profit and non-profit sphere –, furthermore on the achievement of integrated employment at as more workplaces as possible.

1.3 Activities – The Incubator House performs the following functions:

On the field of open labour market division:

  • Disabled persons’ mentoring, preparation, training, instruction, escort, and ensure mediation, conflict handling with employers
  • Labour force mediation of disabled people, with complex service packages for employers
  • Advice and training for employers related to employment of disabled people
  • Application of „Lantegi” measuring tool related to labour force mediation of disabled people
  • Sensitization of employers, advice related to employment of disabled workers
  • Employment of disabled people


On the field of sheltered labour market division:

  • Complex development of organizations employing disabled people, sustainable social enterprises, including:
    • Preparation of organizational diagnosis and development plan
    • Organizational development
    • Training of disabled people
    • Training of experts
    • Help supportive environment
    • Material-technical advice
    • Complex enterprise development (business planning, development, promoting and sale of product or service)
  • Mediation of organizations employing disabled people and market orders – employment mediation
  • Operative support for employer organizations (mediation of accounting, bank services etc.)

1.4 Results and effects:


  • Pre-work training of 75 people; transit-type, 6 months long employment, after than emplacement in the open labour market and escort of 15 people; escort of 20 working people
  • Sensitization trainings at 20 work places
  • Complex enterprise and organizational development of 4 organizations with the help of the „Aktív Műhely” Toolkit for Develop Employment
  • Giving advice and services at 10 organizations on the field concerned by „Aktív Műhely” (training of professionals, help supportive environment, material-technical support, business advice, marketing advice)
  • training of 40 experts in the interest of successful enterprise and employment
  • 2 elaborated methodology for the integration in the labour force market (sensitization of employers, marketing system of services provided by disabled people)

Effects on the target group of disabled people:

  • We better the working ability by mentoring, training and traineeship.
  • We support the employment of disabled people living in a family by labour force mediation.
  • We improve directly the working circumstances in the social employer institutions.
  • The employees can do the most proper job based on their type of disability.
  • We ensure career development opportunities for them.
  • We support their complex rehabilitation (by connection of social services, employment and rehabilitation).
  • We facilitate the social reintegration of the individual and the family.
  • We reduce the discrimination in the labour market.
  • We help to spread working forms near to living place.
  • We grow the number of those who take part in the integrated employment.

Effects on social employers:

  • We develop the enterprise activities of the organizations by advice.
  • We support the marketing of their services and products, and make their functioning more cost-effective and sustainable
  • We grow the professional knowledge of their experts.
  • We facilitate the incorporation of enterprise development into the organizational culture.

Effects on employers in the open labour market:

  • The employers get know the circumstances of disabled peoples employment and realize its business potential.
  • We help them to find new colleagues and business partners.
  • The organizations can fulfill better their legal obligations.
  • By employing disabled people the organizational culture develop and become more positive.

Direct effects on the field of implementation:

  • Social awareness raising,
  • Fully recognition and tolerance of disabled people at work places,
  • Stronger supportive environment, family and living independently as a consequence of working,
  • Amplify social responsibility, CRS activity.

The Incubator House wants to help disabled people and the employer organizations with professional experts who are experienced in the economic sphere, have proper skills and contacts. We can grow the effectiveness more through the opportunity of resort experts and they do not need to employ them separately. The necessary human resources and skills are provided by a regional, common used organization, the Incubator House.
